Kahn, J.) granting Plaintiff-Appellee’s cross-motion for summary judgment and declaring New York Judiciary Law § 470 (“Section 470”) unconstitutional as violative of the Privileges and Immunities Clause of Article IV, section 2 of the Constitution.
