In earlier proceedings, the National Labor Relations Board (“Board”) found, and this court affirmed, that Keystone Steel and Wire, Division of Keystone Consolidated Industries, Inc. (“Company”) had violated sections 8(a)(1), 8(a)(5), and 8(d)(3) of the National Labor Relations Act (“Act”), 29 U.S.C. §§ 158(a)(1), 158(a)(5), and 158(d)(3), by unilaterally changing a term and condition of employment covered by a collective bargaining agreement in force between the Company and the Independent Steelworkers’ Alliance (“Union”).
