The State 1 appeals from the judgment of the Superior Court, Kennebec County, affirming an order of the Maine Labor Relations Board (the Board) that the State cease and desist from refusing to bargain collectively with the Maine State Employees Association (the Union), the certified bargaining agent for retail store clerks employed in the state liquor stores.
