The Bureau of Workers’ Compensation (Bureau) petitions for review of an order of the Workers’ Compensation Appeal Board (Board) reversing a decision of the Workers’ Compensation Judge (WCJ) and granting Bethlehem Steel Corporation’s (Employer) request for reimbursement from the Super-sedeas Fund (Fund) under Section 443 of the Workers’ Compensation Act (Act). 1
