The plaintiff, Unistar Properties, LLC, appeals 1 from the judgment of the trial court dismissing its appeal from the denial of its application for a wetlands permit by the named defendant, 2 the conservation and inland wetlands commission (commission) of the town of Putnam (town), in connection with a proposed subdivision on its property.
