This is an action for a declaratory judgment. Plaintiff seeks to have her status established as the lawful widow of Thomas F. J. Cavanaugh who, until his death, was a lieutenant in the Police Department of the City of New York and, in that capacity, plaintiff petitions to be declared entitled to the pension which accrues to such widows. The defendants are the persons who compose the Board of Trustees of the Police Pension Fund of the City of New York.
