In this appeal, we address questions that arise regarding the date when the 120-day jurisdictional appeal period begins in circumstances in which the Board of Veterans’ Appeals (Board) bifurcates a claim and issues more than one decision pertaining to that claim. On December 11, 2002, the Board denied Mr. Roebuck service connection for a lung disorder under a nicotine dependence theory and stated that it would “prepare a separate decision addressing [the] issue” of service connection for a lung disorder under an asbestos exposure theory.
