The United States of America, on behalf of the United States Environmental Protection Agency (“EPA”), filed this action under sections 106 and 107 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (“CERCLA”), 42 U.S.C. §§ 9606 & 9607, to address the environmental cleanup of the Butterworth No. 2 Landfill Superfund Site (“Site”) in Grand Rapids, Michigan.
