MEMORANDUM AND ORDER CONCERNING PARTIAL SETTLEMENT

YOUNG, District Judge.

These partially consolidated cases are presently before the Court for approval of a Partial Consent Decree (the “Proposed Decree”) between the plaintiffs, the United States of America and the Commonwealth of Massachusetts (hereinafter, the “sovereigns”), and the defendant AYX Corporation (“AVX”). 1 The Proposed Decree attempts to resolve the liability of AVX for injury to natural resources allegedly caused by the release of polychlorinated biphenyls (“PCBs”) during its ownership and operation of a capacitor manufacturing…
