Three conservation groups, the National Wildlife Federation, the Florida Wildlife Federation, and the Florida Panther Society, challenge the U.S. Army Corps of Engineers’ (Corps) issuance to Florida Rock Industries of a Clean Water Act “dredge and fill” permit for the operation of a limestone mine on a 6000 acre site near Ft. Myers, Florida. Plaintiffs assert that mining operations on that site will unacceptably reduce the habitat of the endangered Florida panther.
