HUVELLE, District Judge.

Plaintiff challenges the Secretary of Commerce’s approval of Amendment 10 to the Atlantic Sea Scallop Fishery Management Plan (“FMP” or “Scallop FMP”), a long-term program to manage the sea scallop fishery through rotational closures and other measures, and Framework 16, a set of regulations authorized by Amendment 10.
