The Director of the Office of Lawyers Professional Responsibility brought a disciplinary complaint against respondent Michael H. Randall alleging, among other misconduct, that Randall misappropriated client funds; charged clients for work he did not perform; and engaged in dishonesty to cover up his misconduct. A hearing was held before a court-appointed referee. The referee issued findings of fact and conclusions of law, and recommended disbarment, as well as imposition of costs and attorney fees.
