MEMORANDUM OPINION
LAMBERTH, District Judge.
This matter comes before the Court on the defendants’ Partial Motion to Dismiss the Plaintiffs Complaint. The defendants move to dismiss pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure on the grounds that portions of the plaintiffs complaint fail to state a claim upon which relief can be granted.
