Plaintiff filed an action challenging the final determination made by the International Trade Administration (“ITA”) of the United States Department of Commerce at the conclusion of its periodic review, conducted pursuant to section 751 of the Tariff Act of 1930, as amended, 19 U.S.C. § 1675 (1982), of the outstanding countervailing duty order on pig iron imported from Brazil. Plaintiff, an importer, seeks an injunction directing the ITA not to order liquidation of plaintiff’s Brazilian pig iron entries for 1981 in the manner set forth in the ITA’s section 751…
