— Pasco School Board members Robert Sandoval and Aaron Beasley appeal from a judgment find ing the charges in two recall petitions to be legally and factually sufficient for submission to voters. We reverse.

On August 24, 1995, Dennis Duncan and Robert Silvey, individually and on behalf of an organization called Citizens for a Quality School Board (respondents), filed identical petitions to recall appellants Sandoval and Beasley.
