This action arose from a series of events which involved the Secret Service and plaintiff-appellee, Cullen Peppers, and eventually led to the arrest of several defendants allegedly involved in a counterfeiting scheme. Peppers filed a Bivens 1 action alleging a plethora of violations of his rights against several Secret Service agents, including defendant-appellant, Bobby Coates.
