OPINION

On July 13, 2017, plaintiff filed a complaint with this court. See ECF No. 1. In his complaint, plaintiff alleges violations of 42 U.S.C. § 1983 (Civil action for deprivation of rights). See id. at 4-5. In addition, he alleges the violation of four criminal statutes: 18 U.S.C. § 242 (Deprivation of rights under color of law), 18 U.S.C. § 241 (Conspiracy against rights), 18 U.S.C, § 245 (Federally protected activities), and 18 U.S.C. § 249 (Hate crime acts).
