Pro se plaintiff William E. Murawski commenced this action on November 6, 2006 against the New York State Board of Elections (“State BOE”) and the New York City Board of Elections (“City BOE”) seeking to enjoin the general election held on November 7, 2006 because the State BOE refused to place his name on the ballot as a gubernatorial candidate.
