On May 8, 2012, plaintiff Joseph E. Tiraco (“Plaintiff’), proceeding pro se, commenced this action pursuant to 42 U.S.C. § 1983, seeking injunctive and declaratory relief against the New York State Board of Elections (the “State Board”) for alleged violations of his constitutional rights under the United States Constitution. (See ECF No. 1, Complaint dated 5/8/12.)
