MEMORANDUM DECISION
MARSHALL, District Judge.
On July 17, 1976, plaintiffs participated in a march sponsored by the Dr. Martin Luther King, Jr. Movement, Inc., in a community on the south side of Chicago known as Marquette Park. During the march, a hostile crowd insulted the marchers and hurled rocks, bottles, bricks and explosives at them. Many participants in the march were injured. Thereafter, plaintiffs brought this civil rights action for damages against the City of Chicago, Mayor Daley, Police Superintendent James M.
