GRANT, Senior District Judge.
Harold Smith held a number of positions in his ten years of employment with the City of Chicago. He alleges that in November 1982, soon after he performed volunteer work for one mayoral candidate, he was demoted from bricklayer to laborer. Smith contends he was informed by defendants Jones and McDarrah that he was demoted for working against tben-Mayor Jane Byrne. Nearly two years later, on June 29, 1984, he was discharged.
