POGUE, Judge:

This matter is before the Court on the motion of Former Employees of Spinnaker Coating Maine, Inc. (“Plaintiffs”) for judgment on the agency record pursuant to USCIT Rule 56.1, or in the alternative, for remand of the action for further investigation. Plaintiffs challenge the negative eligibility determination for trade adjustment assistance benefits of the United States Department of Labor, Office of Trade Adjustment Assistance (“Labor” or “Department”).
