The original bills in these causes were filed by complainants, who are retail grocery merchants in the city of Chattanooga, Hamilton county, Tenn., against W. A. Whitice, county court clerk of Hamilton county, Horace Humphreys, sheriff of said county, Hamilton county, city of Chattanooga, and the mayor and board of commissioners of said city, challénging the right of.said defendants to collect from them certain privilege taxes levied by chapter 75 of the Public Acts of 1923.
