LATCHUM, Chief Judge.

In this case of first impression in this Circuit, the Court must decide whether a state-owned corporation of the People’s Republic of Angola, a country with which the United States at present maintains no diplomatic relations, is entitled to prosecute a breach of contract action in the courts of the United States. Relying upon a longstanding principle that instrumentalities of foreign governments not recognized by the United States may not have access to its courts, defendant, Ronair, Inc.
