OPINION

CARPENETI, Chief Justice.

I. INTRODUCTION

A doctor encountered a problem with her medical license application. Rather than pursue the administrative adjudication process, she entered into a settlement agree ment providing, subject to the approval of the medical board, that she would be issued a license, fined, and reprimanded. The doctor asserts that the professional licensing division promised her an opportunity to address the Board before it considered approving the settlement and that this promise was a condition precedent to the settlement.
