Eisinger petitions this court for review of the Federal Labor Relations Authority’s (“FLRA”) decision affirming the dismissal of his “clarification of unit” (“CU”) petition for lack of standing: In his CU petition, Eisinger sought to clarify whether the employees of the Small Business Administration’s (“SBA”) Fresno Commercial Loan Servicing Center were subject to the agency’s collective bargaining agreement with the American Federation of Government Employees (“AFGE”).
