Superior Oil Company (Superior) appeals from the District Court’s dismissal of its amended complaint seeking declaratory, mandamus and injunctive relief against the United States, the Secretary of the Interi- or, other officers of the Department of the Interior, the Navajo Tribe of Indians, its Council, and certain named tribal departments and certain Navajo Indians, sued individually and in their official capacities.
