This case involves a challenge by the Wil-kinsburg Police Officers Association (“Association”) to the Financially Distressed Municipalities Act, commonly referred to as Act 47.1 The Association claims that Act 47 is unconstitutional on its face and that it is being implemented in a way that violates its contractual rights under a collective bargaining agreement.
