McGINLEY, Judge.

The Wilkinsburg Police Officers Association (Association) and its trustees brought an action within this Court’s original jurisdiction seeking a declaration that the Financially Distressed Municipalities Act 1 (commonly referred to as “Act 47”) violates the Constitution of this Commonwealth. Generally, Act 47 establishes criteria by which to determine whether a municipality is financially distressed, and sets forth procedures for promulgating and implementing a financial plan geared toward ameliorating the municipality’s financial condition.
