Plaintiff is a former sergeant in the United States Marine Corps, who was discharged "under honorable conditions” on June 8, 1970, after approximately 9 years of service. In 1973 plaintiff requested the Board for Cor*889rection of Naval Records ("Correction Board”) to change his records to show that he was discharged from the Marine Corps with severance pay or retired by reason of physical disability.
