This civilian pay case is before the court on cross-motions for summary judgment. Plaintiff suffered two reduction-in-force actions in his Government job, and miscellaneous other difficulties, and now seeks correction of his records and back pay. He claims prejudicial treatment by defendant and states that defendant has improperly applied ill-conceived regulations in reducing his grade and not restoring his position. Defendant denies these allegations and claims to entitlement, says that plaintiff did not timely exhaust necessary administrative remedies on his first RIF and grievance appeal…
