OPINION

PARKER, Judge.

Relators Wintz Freight Systems (WFS), DGT Properties, Inc. (DGT), and their owners seek review by writ of certiorari from two orders of the MTRB. On January 26, 1989, the MTRB adopted the findings of the administrative law judge (AU) and concluded that DGT did not comply with Minn. Stat. § 221.151, subd. 1 (1988), and therefore was prohibited from receiving an irregular route common carrier (IRCC) permit. On March 15, 1989, the MTRB denied relators’ petition for reconsideration and rejected their plan of divestiture. We affirm.
