Vietnam War veteran James V. Barring-er appeals through counsel an October 2, 2006, Board of Veterans’ Appeals (Board) decision that denied (1) entitlement to an effective date earlier than October 28, 1999, for a total disability rating due to unemployability (TDIU), (2) entitlement to an initial rating in excess of 70% for post-traumatic stress disorder (PTSD), and (3) entitlement to increased schedular ratings for residuals of a left-knee injury, a left-thigh injury, and a right fifth metacarpal fracture (finger injury).
