This matter is before the Court on Defendants’ motion to dismiss. For the reasons discussed below, the motion will be granted.
I. BACKGROUND
Plaintiff is “a prisoner of the District of Columbia, in the custody of the Federal Bureau of Prisons.” Compl. [Dkt. 1] at 2. He is serving a 30-year sentence imposed by the Superior Court of the District of Columbia on February 12, 1999, upon his conviction for aggravated assault. Id. at 3.
