ROGERS, Circuit Judge.
John E. Settles appeals the dismissal of his second amended complaint against the United States Parole Commission for lack of standing. Settles contends that the district court erred in ruling that he failed to show an injury in fact because, in order to vindicate a procedural right, he was not required to establish that the right, if vindicated, would lead to a favorable outcome.
