The Chicago Terminal Transfer Company filed this its petition for mandamus in the superior court of Cook county, against the city of Chicago and F. W. Blocki, commissioner of public works of said city of Chicago, praying that the said city and its commissioner of public works be compelled, by judgment or order of court, to grant to the petitioner permission to lay a second main track across Seventy-ninth, Eightieth and Eighty-first streets, in said city of Chicago.
