(“Drexel”) and one of its former brokers, David Ra-gan, petition for review of a decision by the Commodity Futures Trading Commission (“Commission”) ordering them to pay San-som Refining Company (“Sansom”) approximately $1.3 million plus interest and costs for trading losses.
