JCC, Inc. (“JCC”), Ellis K. Kahn, and Paul Richard Bell petition this court to review the final opinion and order of the Commodity Futures Trading Commission (“Commission” or “CFTC”). The Commission upheld the sanctions imposed by the Administrative Law Judge (“ALJ”) for violations of the antifraud, record keeping, and supervisory provisions of the Commodity Exchange Act (“Act”), and for violations of certain regulations of the Commission.
