Petitioner Walter Raynor brings this petition for a writ of habeas corpus under 28 U.S.C. § 2254, seeking to overturn his conviction in County Court, Dutchess County. Respondent contends that the petition should be dismissed because it is barred by the one-year statute of limitations, enacted as part of 28 U.S.C. § 2244 by the 1996 Antiterrorism and Effective Death Penalty Act (hereafter “AEDPA” or “the Act”).
