Plaintiff Theresa Weston Saunders brings this action against Defendants District of Columbia (the “District” or “D.C.”), Natwar M. Gandhi, individually and in his official capacity as Chief Financial Officer of the District of Columbia, and Earl C. Cabbell, individually and in his official capacity as Plaintiffs Supervisor (collectively “Defendants”).
