MEMORANDUM AND ORDER

YOUNG, Chief Judge.

This is an action under sections 205(g) and 1631(c)(3) of the Social Security Act, 42 U.S.C §§ 405(g) and 1383(c)(3). The plaintiff, Sandra Wells 1 (“Wells”), seeks declaratory relief and judicial review of the final decision of the Commissioner of Social Security (the “Commissioner”) denying her application for disability insurance benefits and for supplemental security income benefits.
