On September 15, 1982, Robert Lee Holleman petitioned the United States Dis trict Court for the Northern District of Illinois for a writ of habeas corpus. Holleman claimed that the State of Illinois had violated his right to a speedy trial as guaranteed by the Sixth Amendment and the Interstate Agreement on Detainers, Ill. Rev.Stat. ch. 38, § 1003-8-9 (1983) (the “IAD”).
