The Poultry Products Inspection Act (“PPIA”), 21 U.S.C. §§ 451-472 (2012), requires the United States Department of Agriculture (“USDA”) to protect consumer health and welfare by ensuring that poultry products are wholesome and not adulterated, and are also properly marked, labeled, and packaged. See 21 U.S.C. §§ 451, 455, 457.
