GLICKMAN, Associate Judge:

The Superintendent of the District of Columbia Public Schools (“DCPS”) and the District of Columbia filed suit in Superior Court against appellants, two Teamsters Union locals and their presidents, to enjoin an unlawful strike by school employees. After holding an evidentiary hearing, the court entered a preliminary injunction against the threatened strike.
