OBERLY, Associate Judge:

The Fraternal Order of Police/Metropolitan Police Department Labor Committee (“FOP”) obtained an arbitral award in favor of several of its members, pursuant to a collective bargaining agreement with the D.C. Metropolitan Police Department (“MPD”). MPD appealed the award to the District of Columbia Public Employee Relations Board (“PERB” or “the Board”), and the Board entered an order affirming the award.
