TSOUCALAS, Judge:

In this action, plaintiff challenges the final determination of the International Trade Administration, U.S. Department of Commerce (hereinafter “ITA” or “Commerce”), in Antifriction Bearings (Other Than Tapered Roller Bearings) and Parts Thereof From Italy; Final Results of Antidumping Duty Administrative Reviews, 56 Fed.Reg. 31,751 (1991). Plaintiff has requested access to confidential materials contained in the administrative record.
