OPINION

RESTANI, Judge.

This action was brought to challenge the decision of the Department of Commerce, International Trade Administration (Commerce), to deny plaintiff access to computer tapes submitted by defendant-intervenors in the investigation of Tapered Roller Bearings and Parts Thereof, Finished or Unfinished, from Japan, ITA No. A-588-604, 51 Fed.Reg. 83286 (Sept. 19, 1986) (Notice of Investigation). 1 The tapes contain sales and cost information that previously was provided to plaintiff in roughly 15,000 pages of computer printout.
