This appeal concerns a rate supervision order issued by the Commissioner of Insurance (the “commissioner”). The order revoked State Farm Lloyds’s ability to file and use its insurance rates without prior approval from the Texas Department of Insurance (“TDI”). 1 State Farm Lloyds filed a petition for judicial review, declaratory judgment, and injunctive relief in the district court.
