CHRISTIAN, J.
The City Council of the City of Tiburón appeals from a judgment for issuance of a writ to require approval of an application by respondents Alfred and Ket Rasmussen for permission to convert their five-unit apartment building to a condominium. We reverse the judgment.
In 1974, the city council amended the Tiburón zoning ordinance to provide for regulation of the conversion of rental apartments to condominium units. The amended ordinance requires the planning commission not to grant a permit for a condominium project unless the property conforms to zoning and building code…
