Defendants and appellants the City of Santa Monica (City) and the Santa Monica Rent Control Board (Board) appeal several writs of mandate ordering them to grant plaintiffs and respondents Blue Chip Properties and Regal Properties (Blue Chip/Regal), Peter Wissner (Wissner), 2 and Ivo and Gordana Stoka (Stoka) vested rights exemptions from obtaining rental housing removal permits required by Santa Monica Rent Control Charter Amendment (Amendment) section 1803, subdivision (t) (section 1803, subdivision (t)).
